ICLD Women’s Political Leadership Programme 2025

The ICLD Women’s Political Leadership Programme is a 12-month training program designed to empower women in politics, focusing on developing leadership skills, promoting democratic values, and championing gender equality in governance. The program aims to build a cohort of women leaders equipped to advocate for participatory democracy, lead effectively, and drive social and political transformation within their communities.

The program offers a unique combination of theoretical learning and practical political leadership training, providing participants with the tools and skills necessary to lead inclusive and transparent local governance. The training is implemented in cooperation with the Swedish Association of Local Authorities and Regions (SALAR) and is based on the core democratic principles of equity, participation, transparency, and accountability.

The program’s objectives include:

  • Strengthening Individual Leadership Capabilities: Equipping participants with the skills and knowledge necessary to lead effectively and make informed decisions.
  • Promoting Democratic Transformation: Fostering a culture of democracy and promoting inclusive decision-making processes at the local level.
  • Empowering Women in Politics: Providing a platform for women to share experiences, build networks, and learn from each other.

Eligibility Criteria

To be eligible for the program, applicants must meet the following requirements:
1. Position: Be a woman currently serving as a Mayor, Deputy Mayor, Governor, or Deputy Governor in local or regional government.
2. Country Eligibility: Be from a country included in the OECD-DAC list of ODA-eligible countries, excluding countries holding local elections between August and December 2025.
3. Language Proficiency: Have proficiency in English, both written and spoken.
4. Health: Have good health and ability to work without physical/health restrictions.

Program Structure

The program is designed to provide participants with a comprehensive understanding of leadership and governance, including:

  • Theoretical Learning: Participants will engage in theoretical learning sessions, focusing on topics such as leadership, governance, and democracy.
  • Practical Training: Participants will receive practical training on leadership skills, including communication, strategic planning, and decision-making.
  • Mentorship: Participants will be paired with experienced mentors who will provide guidance and support throughout the program.

  • Costs Covered: All training costs, including lectures, literature, documentation, study tours, accommodation, and food, will be covered by the organizer. International travel costs will also be covered.
