200,000 Extra In-Canada PR Spaces Split Across Economic and Family Pathways
Canada’s federal government has detailed the distribution plan for 200,000 additional in-Canada permanent residence spaces earmarked for 2027, splitting the total allocation equally across economic, family, and humanitarian streams.
These measures, designated as the 2027 Temporary Resident-to-Permanent Resident Transition Measures (2027 TPTMs), stack directly on top of Canada’s baseline annual target of 380,000 permanent residents for 2027, which was initially unveiled alongside Budget 2026 on November 5, 2026. The full outline of the qualifying pathways was published by the federal immigration department on its regulatory portal under the title *Managing a responsive and predictable immigration system*.

The 200,000 transition slots are divided into two distinct 100,000-applicant tranches:
- The Economic Cohort (Up to 100,000 spaces): Earmarked for workers selected through the Provincial Nominee Program (PNP) and candidates awaiting decisions under specific closed economic pathways. This includes foreign nationals who have filed applications under the Start-up Visa Program, Self-Employed Persons Program, Agri-Food Pilot, and Home Care Workers pathways.
- The Family, Humanitarian, and Specialized Cohort (Up to 100,000 spaces): Designated to clear remaining backlogs and clear processing queues for the Hongkonger pathways and the pathway for Ukrainian nationals with family members in Canada. This tranche also absorbs select applications for humanitarian and compassionate applicants who have already received approval-in-principle, alongside spouses, common-law partners, and dependent children of Canadian citizens and permanent residents.
Application Process
Foreign nationals who qualify for consideration under the 2027 TPTMs are not required to submit new filings or take administrative action. The federal government will automatically consider existing applicants and eligible candidates within these designated streams as processing unfolds under the 2027 targets.
