The Department of State’s U.S.-Middle East Partnership Initiative (MEPI) is now accepting applications for the US-MEPI Tomorrow’s Leaders Program 2027/2028. This fully funded scholarship 2027 initiative provides comprehensive higher education and leadership training to high-achieving candidates across the Middle East and North Africa (MENA) region. Partnering with premier American-style higher education institutions in the region, the program equips participants with critical leadership skills to drive civic, economic, and social development locally and regionally. Upon completion of your degree, you will join a international network of over 1,900 program alumni serving in leadership positions across various sectors. Requirements/Eligibility Criteria

  • Eligible Nationalities: Must be a citizen of Algeria, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, Yemen, or a West Bank/Palestinian student currently residing in a third country with legal residency status.
  • Exclusions: U.S. citizens and U.S. legal permanent residents are not eligible.
  • Academic Background: Current high school seniors or 2026 high school graduates (2025 high school graduates are eligible if from Iraq, Libya, Syria, Yemen, or qualifying West Bank/Palestinian residents).
  • Academic Performance: Strong academic credentials, high academic achievement, and a passing score on secondary leaving exams.
  • Language Proficiency: Demonstrated proficiency in written and spoken English, requiring a minimum TOEFL iBT score of 4.0 (new 1, 6 scale) or 80 (old 0, 120 scale) obtained within two years of the program start date.
  • Availability: Ability to travel and commence your undergraduate degree program in August 2027.

  • American University of Beirut: Mathematics, Applied Mathematics.
  • Lebanese American University: Accounting, Business (Banking & Finance, Family & Entrepreneurial Business, International Business, Information Technology Management, Management, Marketing).

Application Timeline

  • October 2026: Application opens for the 2027, 2028 academic year.
  • November 18, 2026: Official application deadline.
  • December 2026: Initial review of all submitted application files.
  • January 2027: Candidate interviews with FHI 360 staff, U.S. Embassy representatives, and program alumni.
  • February, March 2027: Standardized testing (TOEFL, SAT) supported for candidates who pass the interview stage.
  • May, July 2027: Conditional offer notifications issued on a rolling basis by partner universities.
  • August 2027: Pre-Departure Orientation, Leadership Workshop sessions, and travel to host universities.
