The VLIR-UOS Scholarships for master Programmes (ICP Connect) offer fully funded study in Belgium for international students during the 2027/2028 academic intake. The programme prepares students to serve as change agents and leaders capable of driving structural transformation in their home regions. If you hold citizenship and currently reside in one of the 25 eligible countries across Africa, Asia, or Latin America, this funding gives you access to specialized master’s curricula across participating Belgian universities. The award pays full tuition while supplying monthly coverage for key expenses throughout your course of study.

Requirements/Eligibility Criteria

• Nationality and Residence: You must hold citizenship from and reside in one of the 25 eligible countries in Africa, Asia, or Latin America (with Mali recently added to the eligible list) at the time you submit your application.
• Age Limit: You cannot be older than 35 years for initial master programmes or 45 years for advanced master programmes as of January 1 of your intake year.
• Professional Background: Preference is given to applicants working in higher education, public administration, or civil society organizations, though recent graduates and private sector candidates with strong motivation are considered.
• Single Application Policy: You may apply for only one ICP Connect scholarship per year; submitting more than one scholarship request results in immediate disqualification.
• Prior Funding Restrictions: You cannot have previously received a scholarship funded by the Belgian government for a academic programme, nor have been enrolled in a Belgian higher education institution prior to January 1 of the intake year.

Scholarship Benefits

The scholarship fully covers tuition fees, international round-trip travel costs, health and personal insurance, and ongoing monthly living expenses covering board and lodging.
